Send one over, as in a beer or some other kind of alcoholic beverage. However, it is said when the person is already HIGHLY intoxicated so that their partner mistakes them to be breaking up with them. Send one over is slurred into one big pile of ex-mess.

Girlfriend : Hey hun, want another beer?

Boyfriend : (grunts) Itsover

Its Over 

This phrase is often used while playing video games against one other opponent. Typically the game that is at hand is a sports game, either on PS2, Xbox 360, or PS3. Most often its a basketball game. The phrase will be used when one player has been beaten mercifully 4-5 times in a row. The phrase will be used at the beginning, middle or at any time during the game, when one opponent feels his efforts are hopeless.

~ - Tip off - ~ "I have lost 4 straight games, ITS OVER."

"Wow you just stole the ball from 5 times in a row, ITS OVER."

"This game hates me, and obviously does not want me to win! IT'S OVER."

When 14 year old white girls are sitting in their room and have nothing to do, they attempt to "end" a person's career over twitter.
Was 1st used in kpop stan culture, but has begun to encompass all lonely, rich white girls. Although, when browsing through this hashtag you can sometimes see historical evidence in k-pop fancams underneath extreme passive-agressiveness so they doesn't seem like the bad person while also driving them to suicide.
