Someone who attempts to ejaculate but fails due to physical, mental, or mechanical reasons.

Verb form: floop.
Definition: Fail miserably at sth.

X: I tried so hard and got so far but in the end, I never came.
Y: Wow, you're such a floopan.

Verb form usage:

A COMPLETELY REAL AND LEGITIMATE adjective used to describe something at or near its extremity, for example, slow motion frame rate.
