It could be used to describe a badly/cheaply made toy or object, to describing a person in a less then favorable light especially if they are acting very mischievous. Its true meaning comes from the Piedmont dialect in Northern Italy which literally means "Rat catcher" however it's used today in a varieties of different ways.
