Ciaparat can be used in a variety of ways. It could be used to describe a badly/cheaply made toy or object, to describing a person in a less then favorable light especially if they are acting very mischievous. Its true meaning comes from the Piedmont dialect in Northern Italy which literally means "Rat catcher" however it's used today in a varieties of different ways.
-Why did you buy that? That is a ciaparat, it doesn't even work, and the wheels are falling off.
-Did you hear what Jaime did? She's such a ciaparat, I told her that wasn't going to work.
-Sirio is a ciaparat, he always marches to the beat of a different drummer
