A female from the age of 18 upwards (or in some cases a male) who has an unnatural, creepy and quite frankly unhealthy obsession with canadian singer Justin Bieber. It can also refer to someone who is crazy enough to listen to his music.

Female A: Hey I went out and bought like 10 copies of the new Justin Bieber album.
