Stefan Zweig was an Austrian novelist, playwright, journalist and biographer. At the height of his literary career, in the 1920s and 1930s, he was one of the most widely translated and most popular writers in the world. Zweig was raised in Vienna, Austria-Hungary.

Usually something that isn't a particularly a big deal, esp. when it primarily affects someone else - sort of a mild schadenfreude. Sometimes doubled or tripled, and possibly said in a sing-songy voice for added comedic effect to imitate a muted trumpet, which is how the meme originated.
