The highest state of organization and readiness. Having multiple redundant systems in place. Having everything in working order and planning ahead for any possible issue or scenario. The opposite would be "not being wired tight".

An affirmation of wired tight to another person can be communicated verbally as "dude, you a freaking wired tight", or non-verbally by using a hand gesture in the shape of a "W" followed by a "closed fist".
