Stini is dutch word and it means you are stoned as hell. You use this word when you are happy and really stoned.

Guy 1: I am so high of the weed I bought!

In certain parts of the midwest (namely Des Moines, Iowa), one uses the term "Stiny" when referring to the Lord Jesus Christ.
