obligologna 

a. A piece of literature/legislature one is obligated to read, agree and/or adhere to, knowing full well it is complete and utter refuse.
b. A nonsensical assignment or task which must be completed before assessment can be made.

a. After I agreed to the obligologna, I was able to sign up for my Fantasy Football league.
b. That self-reflection collage the instructor assigned is complete obligologna.
