on lun 7 9
on9 on stetoid. In colloquial Hong Kong Cantonese, on9 means fucking stupid, while 'on' means stupid and '9' has the same pronunciation as 'gau', meaning dick. on9, therefore, means fucking stupid (adj) or fucking idiot (n). 'on lun 7 9' mean on9 to the extreme: lun, 7, 9 all means dick in profanity in Cantonese in Hong Kong. In general, the more variations of the dick you can cram into describing the same event, in this case 'on' (stupid), the more amplified and emphasized is the meaning.
roommate1: hey what don't you turn down the volume, i wanna get some shit done for midterm tomorrow
roommate2: what don't you go bang your fucking head on the door. (you are) on lun 7 9! (adj)

ON Lun 99 Sic Bun Chau
This phrase comprises two part, but it is still following the rules which is Subject + Verb + Object.
It is a very symbolic phrase which invented in Hong Kong 70s -80s and being popular in 90s - 2010.
On lun 99 is the emphasized form of the word on 9. They use lun and double 9 to enhance the word on9. If On 9 refer to the stupidest people, on lun 99 will then express more damage to the receiver, weakening their ability in argue. The reading sound is from bass to treble.
sic bun chau is the second of the phase which indicate a movement. Some people directly translate it into smd. I am not saying they are wrong but more accurately, it is to "Suck the soft/irr-erectional dick". Since people shall not get hard in front of an on lun 99.

Boffin
British slang for a scientist or technical expert, esp . when the speaker is not certain of the expert’s specific field of study. Not necessarily derogatory, but typically used by persons without a technical background. In the US, the equivalent would be “egghead”, “squint”, or “geek.”
Origin of the word is unknown. Started sometime in World War 2. Given the typical evolution of British slang, could easily have started because what these experts did was confusing or “baffling” to the common person.
