A hip way to describe a tortfeasor, or a wrongdoer in tort law.
Did you see old lady Palsgraf get hit with that scale when that 'feasor tried to bring fireworks on a train?

My barn burned down because that 'feasor built his hayrick in a manner susceptible to spontaneous combustion.
