Someone who is an absolute annoyance and simply a fatjit. Sometimes they are fat but most fatjits are named Alex Reyes.

Traditionally one might address a person of limited aptitude (the mentally challenged) with the greeting:

"See you, you're a fanny bye the way"

Those 'in the know' would cleverly adapt the above to simply:
