A joke, mostly within the tv show Family Guy, that is set up as a flashback and has very little, if anything, to do with the main storyline of the episode.
The cutaway scene about the Asian driver was very funny even though it did have anything to do with the story.

To cut an elastic strap typically referred to men or women underwear and fling the offensive smelling and saturated material away in order to prevent saturation of the pants.
When Niles shit his pants, he was left with no other option other than run to the restroom and perform a cutaway.
Skydiving term used when main parachute is not functional and disconnected so the reserve parachute can open in clear air.

Stealthie 

when you're holding up your phone and making faces at it, as though you are taking a selfie, but you're really taking a picture of the person across from you or the wall or anything else that seems interesting but you don't want to be caught dead taking a picture of.

This action is often made more convincing by wiggling the eyebrows or opening the mouth, to pretend you're trying to get a Snapchat filter to work.
FRIEND A: "Did you just take a stealthie of me?"

FRIEND B (turning phone around): "no I was just using snapchat's new filter, see?"
