One who continuously is a complete dipshit in brains, looks, style, ie all aspects of their life. They may also be referred to as a chatch.

The guy next door who has no friends but thinks that you are his friend is a chatchky.

A chatchka is usually given as a gift
Eg. A souvenir from another country

This word is a nown used to identify objects that otherwise have no designation. Chotchky is usually used to describe objects that resemble angled geometric shapes.
