A person is Artisnic when they are artsy and autistic, these two qualities come together to create the future Picassos of the world. An Artisnic person fails to grasp the intricacies of Art but manages to be successful at it nonetheless.

artistic licence

a distortion or complete ignorance of the facts; a lie

describes the freedoms artists (or writers, film makers, etc) take with the facts in the process of creating; disregarding facts for the sake of the art
When a book is made into a movie and parts are left out or changes are made -- the film makers are using artistic licence

The movie Titanic - the sinking of the Titanic is a real event in history but the characters in the movie are fictional. The writer took a real event and used artistic licence to create a story.

Artistic liberties

A favored term of filmmakers who create films based on or around a historical event/person/era that holds little historical accuracy, usually for the sake of making the film seem more interesting than the reality it's based on, and by extension, possibly drawing in larger crowds and making more money at the box office.
Such extensive artistic liberties were taken with Sofia Coppola's "Marie Antoinette" that it was booed at Cannes.

When George Hickenlooper was questioned as to why his '06 film, "Factory Girl", had been panned so severely by Warhol scholars, he spoke of his artistic liberties taken with the film.
