Opinionated

Having and voicing an opinion is different from being opinionated. Opinionated rightly has negative connotations because it means doggedly holding on to your opinions without considering circumstances and/or facts and/or advice/views of others.
I can offer my opinions without being opinionated because I will reevaluate my opinions if I consider it appropriate.

Opinionated

Someone who isn't afraid to give their personal opinion. It doesn't have to be a bad thing. It's just someone that doesn't stay quiet, if they don't agree with something.

The only people who see it as bad and attach stigma (like the other definitions) to it are those that don't like to hear opinionated people talk.

Yes, you can be opinionated and polite at the same time. Being polite doesn't mean you have to agree with every objectionable thing that's said.
Just because I'm opinionated doesn't mean I'm a b*tch. I just like to share my thoughts.

opinionated

An often irritating personality trait by which a stubborn, strong willed person always has to give their strong opinions, sometimes to the point of always believing they have to be right and have the last word.
I consider myself opinionated, but try to keep it under control so I don't irritate people.

Over Opinionated

Over Opinionated people are those who resend any other view on their believes, like religious lunatics or somebody otherwise biased to carry on their own agenda no matter what.

In the lack of knowledge ignorance prospers, and while it takes a character to seek better understanding, most settle with opinionated views out of convenience, is sad but natural course of things.

Only the opinion open to judgement is the opinion worthwhile standing by. Anything else makes you opinionated and simply ignorant. In this context being over-opinionated means over-ignorant, fixed on the idea that takes you over against your better judgement, and alienating to others.
Say, you order a pizza after a long day, the doorbell rings, you rush there to open, drooling, feeling the taste of it, only to find Jehovah's Witnesses at your door, damn. So what do you do? - You stand there, pretending you are listening to their BS until the pizza man comes. After all, they don't care if you are listening just as they don't care what you think of it, they are over opinionated lunatics, no more no less. And unfortunately that's just the way it is, so you leave them be.
