Strawboss

A person who bosses others around with the implied authority they project but lacking actual authority. They enjoy projecting they are in charge and the expert while masking their true lack of ability and competence. Although they enjoy barking orders and letting others know that he or she is in control, they are dependent on the ones they are controlling to come up with solutions and do the actual work. The straw boss then takes sole credit for the accomplishment and all past accomplishments.

Joe is such as strawboss. He actually thinks he is in charge when he is absolutely clueless on what to do.
