Someone who has a type of hair that let others see through and so they can see their scalp! even though hairs are not really short, mostly seen in Asian guys
It is not a an insult nor a compliment just a feature.

Omg he is completely scalpist after getting his hairs done !

the true deffinition is believing that one dragon race is superior to all other. Hatred without reason of another dragon race. etc.

SADLY today that has changed.

Mentioning dragon race in any way

Not being totally politically correct

Supporting your dragon race

Having white scales
Telling a scalist joke

Judging by scale color

Disliking something a dragon likes

etc.
