Patton'ed 

1) Spend copious amounts of time and effort to find out that it functions to its minimal (or less than) required expectation; failing to resolve and/or complete the task at hand, and not caring at all to do so.

2) General lack of expertise, attitude, and motivation, in an area which it is expected that such person or persons would have such expertise, with the end outcome leading to failed expectations.
I got patton'ed at the mva today. I went to the MVA, stood in line for 3 hours with my docs and told I needed to come back. When I did, the previous person didn't tell me I need more information on my docs.
