To be 'pacoed' is to be in the presence of someone who has just made a completely unintelligible statement, resulting in your confusion and complete lack of understanding.
Also, 'pacoed' refers to a state of complete pointlessness.

A harmful, highly addictive drug that has become popular in South America, especially Argentina. Made of unused coca leaves and other "filler" ingredients. Resembles crystalline solids, and can be smoked. Popular among poor residents who cannot afford other drugs. Similar to crack, but less pure and more cheap
The State Department designated paco as a dangerous narcotic similar to crack cocaine in the last report on world drug trafficking.
