Someone of little knowledge of anything but having a considerable platform and public voice. An idiot who postulates for a living and ducks behind a "well that's just my opinion" defense of his or her bullshit.
Fox news has a ton of opinionists and a shortage of journalists.

System Opinionstrator 

One who claims to maintain or support a computer system but in all actuality only has opinions on how it should be done and may in fact have no hands-on experience to back up said advice.
The chief system opinionstrator criticized how the system administrators actually handled the upgrade, nevermind he had never done an upgrade himself.

West Midlands slang word for rockers, bikers, greasers etc. In the late 1980s it was used by the UK music press to refer to a specific scene centered around the bands Pop Will Eat Itself and Crazyhead.
