Someone who wants to sound intelligent and important ; but doesn't have enough knowledge about a issue that he/she is attempting to discuss (effectively) with other people who are sufficiently informed about the topic.

Example: People like Former Alaskan Governor Sarah Palin, Herman Cain (candidate for the 2012 U.S. Republican Party presidential nomination) Michelle Bachmann (former member of the United States House of Representatives, who represented Minnesota's 6th congressional district, and Wisconsin (U.S.A)Governor Scott Walker , just to name a few.
