A Naceur is when someone insistes you watch One Piece despite how ungodly long it is. No matter how little time he has, he has already seen the majority of it and expects you to do the same. He listens to the one piece theme song way too much and will always talk about how one piece is better than the show you are currently watching.
Naceur said I have no taste in anime today because I refuse to watch a show that will take up too much of my time
