a situation where having solved the problem is a prerequisite for solving it.

it is a problem where a solution exists, but access to it is blocked by the problem itself
this is an execution-based form of a circular reasoning paradox
Buying a package of scissors which need scissors to be opened is a door-locked-from-the-inside situation.

Door Locker 

When you are locked out of your own room by someone who is making an attempt to get laid. This person usually will not let you in the room no matter the circumstances.
Man, That Mike is such a door locker. I had to sleep out in the hallway, and he didn't even get laid!

Double Door Locker 

The same as a door locker, but used when the door has an automatic lock like a hotel door, or cruise ship cabin. The bolt is used in addition to the automatic lock.
Fuckin' Mike is such a Double Door Locker. He locked me out of my own cabin, and I had to sleep in the hallway.
