Normally used to portray an idea. If you have a great idea and say "Hoi hoi hoi", everybody knows to look at you and your great idea.

Person 1: "I see you have a van"
Person 2: "Hoi hoi hoi I can now rob a bank"
Person 1: "Wow that's so cool and also a great idea."
