The practice of U.S. Government non-essential employees and contractors spending their furlough days getting drunk
I'm a non-essential employee of the Department of Agriculture and since I'm not allowed to go to work today, I'm going to get a case of beer and get furloaded.

A cynical person who works in the back room of Wal-Mart, wasting his/her life away unloading trucks and trying to find a reason to be motivated. Usually very sarcastic and spiteful.
