A form of really, really shite House music - the sort that gets played in sub standard bars and nightclubs, to a crowd of under-achieving individuals. "Council House" also tends to get overlapped on poor quality TV holiday shows when a nightclub scene comes on, or when a group of drunk men and/or women appear.
