Consultation

(Chiefly British:) A period before a decision (such as a new regulation) takes effect, during which opposed opinions are heard.

A consultation usually takes place after an unpopular resolution has been made by the authorities. Usually a consultation offers the illusion that people's opinions matter and that said decision can change, where in fact they are merely designed to let steam out.

Consultations also 'cover the decision maker's arse': when the decision turns out to be a mistake, the absence of public records of the consultations allows the decision maker to claim to share the responsibility.
The announcement of budget cuts was followed by a brief consultation, during which everyone chickened out and nobody spoke up.

Spontaneous consultation

An explosion of ideas and collaborative exchange of information with colleagues, office mates, clinical supervisors or spouses, caused by a localized anxiety-increasing reaction for the clinician needing ideas and/or inspiration for client care and may or may not involve the addition of an alcoholic beverage.

Often characterized by a sudden bursting into an anxiety-fueled monologue with, hopefully, another professional, regarding a complicated case that has one perplexed, feeling inadequate, hopeless, or in amazement about.
As soon as I got home from work I had a spontaneous consultation with my wife about an issue at work.

West Midlands slang word for rockers, bikers, greasers etc. In the late 1980s it was used by the UK music press to refer to a specific scene centered around the bands Pop Will Eat Itself and Crazyhead. The term never found favour with readers of 'the inkies' (Sounds, Melody Maker and the still extant NME) and was soon dropped. Now often used in predominantly working-class areas of the midlands and the north to mean someone who listens to rock-derived music and/or dresses in a manner that suggests they affiliate themselves with rock music of some kind.
Some grebo passed with Sabbath playing on his stereo.
The Poppies are at no. 17? God, a grebo band in the charts!
They're playing nu-metal now, bloody grebos!
