Someone who always complains about a certain thing but never does anything about it. They tend to “pass the buck” when confronted about them not doing anything.

Loves to use the following phrases when confronted:

“I shouldn’t have to fix it”
“That’s not my job”
“Well what are you doing about it”
“I’m too busy”
She is such a buck passer, always bitching about it but never helps.
