when someone uses this phrase, usually a group of guys or friends, they are implying that either one of the individuals has gotten in with the opposite sex. Its basically a congratulatory phrase used when a friend has received some action. It is meant to be said out loud and obnoxiously so that surrounding individuals know that your boy has received some action from a female counterpart.
