Someone in the military who scored low on the Armed Services Vocational Aptitude Battery (ASVAB) yet was still allowed to join based on the approval of a waiver.

Term used to imply someone is of substandard intelligence.
I can't believe he loaded all those bullets in the magazine backwards.

I know! He must have been an ASVAB Waiver..
