People who are incapable of being coherent. They use this method in-order to mask their incoherency. They typically stray to this path because they aren't funny enough so they use amplified sound or static that makes their volume exaggerated. Which is found "humorous".

P1: Loud Micers are so annoying.
P2: I agree, you can't even interpret what they're saying.
