The phrase is completely incoherent, it's possible it references the George Orwell novel "1984", however there is no clear connection between how the phrase is used and the book itself.
It originated within in-game voice chats for the Fortnite game mode Llama Wars describing a player who used a stereotypically sweaty playstyle typically involving building more skyscrapers than there are in NYC within 5 seconds of joining the game, from there it spread to other lobbies and game modes.
