Sasquawk Northwesternus

n. the sub-group of humans known to live and sometimes thrive in the Pacific Northwest region of the United States and whom are often recognized by their frequent caterwauling, kvetching, nagging, squealing and grousing about the weather.

The Sasquawk Northwesternus is an enigma. A contradiction. They can be seen in full dress in the heat, complaining that it is too hot and conversely, dressed down and even in short pants while snow falls, thusly complaining about the cold.
