Chibi Kagura is a paraphrase for a hero in a MOBA theme game called Mobile Legends, namely Kagura.

Chibi Kagura is derived from the Japanese terms called chibi and Kagura.

Chibi Kagura is a cute version of the said hero known to make cute sayings in game.

To call someone a chibi kagura is to call wrath on nature itself, calling someone small to offend well small people or to become a weeb for 25 seconds upon a cute kawaii girl.

"Look at that girl, she's a chibi kagura"
-implying the girl is cute.

"You're a chibi kagura, you'd never be able to join basketball"
-implying they are short in stature.
