A mostly derogatory term for a low life with a number of facial tattoos (usually denoting gang affiliation).
Friend 1: I just arrived in downtown Santa Fe this week for a business meeting and man it’s scribble head city out here.
Friend 2: Don’t I know it, they must have had a sale on bad face tattoos in New Mexico, there are scribble heads for days.
Friend 1: You ever notice how it’s the little guys who get all those face tats (if you pay attention, you’ll find it’s usually the scrawniest of the dudes who have the most face tats? That’s cause the little guys need to advertise their gang affiliation - so they don’t get beaten up all the time.

The child will likely play mostly obscenities, and confuse themselves with your apparent interest while they play tripel letter words disconnected from any of the words previously played as per the standard English dictionary. More often than knot, these attention starved kids will cheat by placing non words such as some form of slang one might find in the very popular amongst adolescents, Urban Dictionary.
Once their Scrabble Bag is finished, they revert back to their pocket sized English dictionary and withdraw interest in further dialogue with you as they wonder if what you have speaking to them had slight overtones of parable like meaning.
Usually at this point they have a sixth sense, gutt feeling, that you might just be entertaining them enough so as to avoid having to endure they're vicious tantrums they're prone to throw when thay haven't had they're fill of lobster.
