The act of trying to do a task that the very act of doing the task injects an element of randomness. Envision a wet spaghetti noodle on a table, and trying to "push the noodle" across the table. See also: herding cats.

Man, trying to get anything through the finance department is like pushing the noodle - you never know where they are going to block you next, but I keep trying to make progress.
