In movements for psych liberation and neurodiversity, ungovernable does not mean incapable of cooperation or unwilling to participate in community. Rather, it means refusing to surrender one's humanity to systems that pathologize difference, punish authentic expression, or require self-abandonment to belong.

To be ungovernable is not to reject responsibility—it is to reject domination. It is the practice of organizing life around consent, interdependence, justice, and the inherent dignity of every person's mind, body, and consciousness.

It means ungovernable.

It's a combination of English and slang Filipino; the prefix and suffix "un-" and " -able" + the slang word "gorn" which translates to govern with added nuance of those who profess to favor freedom, yet depreciate agitation; men who want crops without plowing up the ground. They want rain without thunder and lightning. They want the ocean without the awful roar of its many waters. This struggle may be a moral one; or it may be a physical one; or it may be both moral and physical; but it must be a struggle. Power concedes nothing without a demand. It never did and it never will.

Victor will definitely be in tears when he hears the news that Fremantle is ungornable.
