An annoying person who purposefully acts like an ignorant, entitled asshole without even trying to be subtle about it. Can also refer to a person with a repulsive character who happens to have white hair around their nipples.

1- Did you just see that titpoodle of a cop hand me a ticket for jaywalking?
2- That man on the beach has the volume of the football game on so high that I can hear the blades of grass bending under the players' feet. What a titpoodle!
