Word used amongst the English youth, collectively referring to the annoying kids that wear backwards baseball caps, over sized clothes and spend most of their time feebly attempting to look cool by riding together down the high street on their tiny scooters. They tend to have huge egos, loud voices and do a great job at pissing everyone off by loitering around with their retarded little scooters outside the local Tesco.
