Slang term which depicts the most socially unacceptable people. People whom are rejected by nature, and slowly turned into imbeciles who seem to actually devolve as they grow older.

These people are often Scientologists, or named Justin.

Person1: Wtf, the words in these books are upside down.. I need to buy a new one!

Person2: wow..pheartarded.

A person who is pertard is at the entry level of retardedness. They may say and do dumb things but are not at the stage of drooling or window licking.

Look at that pertarded Dickhead Tyson. Won't be long until he's drooling and licking windows.

1.A couple that is painfully sweet to each other in public or

2.An overbearing emotional response in a sappy manner.

"Those two lovebirds are being completely heartarded."
