It’s up

1. When something is really good
2. When your price has gone up (and it’s not coming down)
1. We got 10 bottles in VIP, it’s up!
2. My service price is not the same as it was yesterday. It’s up and it’s stuck!

It’s up

When something is finished, or it is set in stone
Colin: did you study for that quiz
Aaron: Nah, I didn’t even know we had one
Colin: it’s up

It's up to you

The indecisive person's go-to when confronted with a decision they have to make. Next to 'it doesn't matter to me'. Rather than collaborate to come to a conclusion, they whip this puppy out to relieve all liability from them onto the other person.
'Should we stick with our original plans or go out with friend?'

'It's up to you'

'Any place you have in mind to go out to eat?'

'It's up to you'

'Music?'

'It's up to you'

'Paper or plastic?'

'It's up to you'

'Do you have any preferences at all?'

'Its up to you.'
