Its an old slang term used in the early part of the 20th century.Depicted in the movie "The Sting".
It was picked up again in the Bay Area in the 1980's(mainly Oakland I believe)
The 3 con artists got together to figure out a way to gaffle the tourists at Jack London square of thier money.
"How about 3 card monty one of them says to the others"?"Yea" another agrees,"these suckers will fall for anything". It should be easy to gaffle these fools the 3rd says.
