An adjective to describe something that is great, awesome, or P, because of its positive potential. The opposite of Wet Powder, which is lame, useless and not P.
JJ: Did you see that new bar?

JJ: Yeah, it’s in a great location, it has a lot of potential!

To remain optimistic and in good spirits even in hard times, while also staying composed and ready for anything.
Times are tough everywhere man, just keep your pecker hard and your powder dry, and you’ll make it through.

The hecklers in wheelchairs yelling "our home not a nursing home" during Nanci Pelosi's speech in support of an act that would give those with disabilities more freedom. They are using dry power in interrupting her speech because they have no voice and no face to lose.
