Power derived from having nothing left to lose. With this power one can do things that one would normally lose face for.
The hecklers in wheelchairs yelling "our home not a nursing home" during Nanci Pelosi's speech in support of an act that would give those with disabilities more freedom. They are using dry power in interrupting her speech because they have no voice and no face to lose.
