A cybertard is someone who is ignorant of the way that things work on the internet even after having had enough time to learn, especially when it comes to internet scammers. The definition may extend to people who are clueless about other internet knowledge, such as basic html coding, how to navigate an online forum, etc.

A cybertard is someone who lacks "cyber smarts" (akin to "streetsmarts").
