Someone who desperately tries to be something they aren't for attention. This person is super obnoxious and does the most annoying things even after they are aware that people hate it. This person begs for attention from a guy or girl, but has several flaws in their personality that they try to make up for in stereotypical attributes that someone would like.

Person 1: Kid across the street says he's a skater.
Person 2: HA! What a joke. He can't even do an ollie on the grass.
Person 1: What a bag of rocks.

Person 1: Can you believe this kid keeps singing in Discord calls?
Person 2: Yeah! He's such a bag of rocks.

Everyone in life has troubles be them physical or mental. Whether rich or poor the heartaches of life escape no one.

Be kind, give people a break, don't be so quick to anger or judge because, Everybody has a bag of rocks to carry.
