They could not tax, enforce laws (there was no president until 1789), or really do much of anything. The "United States" was more like "The Thirteen Very, Very Divided Independent Countries." England passed the popcorn as America floundered like a fish out of water, before an event known as "Shays' Rebellion" gave everyone a massive reality check.
