aretecracy

A political concept that promotes the professionalization of politics by requiring candidates for public office to meet ethical, civic, or professional qualifications before running in open elections.

In an aretecratic system, prior qualification comes first and democratic elections come second. The qualification process may be supervised by independent bodies or decentralized institutions, such as accredited universities or professional organizations, through exams, interviews, or evaluation criteria.
Under aretecracy, candidates are vetted for competence and integrity before voters choose among them.

Aretocracy 

From greek αρετοκρατίας, ἀρετή ("perfect adaptation, excellence, virtue") + κράτος ("rule").

It is a form of government based on the virtue of leaders and their people. It is based on honor, fidelity, loyalty, courage, temperance, prudence, dignity, mercy, spirituality, morality, truth, discipline, hierarchy, authority, severity and respectability. It completely despises democracy and bourgeois liberal values (progressism and liberalism), popular massification (populism), demagoguery, the secular state, modernity, scientistic atheism, extreme rationality, materialism, expansionist capitalism and imperialism. He is a staunch enemy of socialist statism, fascist totalitarianism and liberal atomization.
