Xarlian

An adjective describing something that is evil and quirky at the same time, often leading to havoc and/or chaos.

Xarlian prize - banning, mutilation, torture.
Xarlian Vote - voting in a way that you know will cause strife.
Xarlian diplomacy - guns... lots of guns.
